Why do so many monsters Resist Cold?

Zombies, Rhoas, Skeletal Mages and Archmages, Cold Resist Skeletons, Avian Retches, Devourers, Undying Grapplers, Stinking Undying, Plumed Chimeral, Croaking Chimeral, Blackguards, Assault and Galvanic Ribbons, Blood Elementals, Sirens... And pretty much every unique monster or boss. These are all the monsters which either Resist Cold or have Elemental Resistance.

Is there any purpose to it? Were cold-based spells too strong at one point? Were spells in general too strong? This is making the end-game content extremely tedious for my Cold Witch (Ice Spear / Freezing Pulse). Every map I jump into is going to be filled with the above monster types.

Go to Crypts? Skeletal Mages, Zombies and Rhoas.
Jump into Orchard rolled with 'Humanoid'? Blackguards, various Undying with a mix of Bandits (thank god).
Hey, at least Thicket must roll something else, right? Wrong! Avian Retches, Zombies and again damned Skeletal Mages! The worst culprit of all. They're in every map!

The most terrible map so far has been Cemetery. Absolutely every single monster I've encountered, on multiple runs, has had cold /elemental resistances and it always housed those Undying with bubble which completely nullifies ranged damage.

This makes my gameplay extremely tedious. These monsters can't kill me. The only ones that can get a few points of damage in are extremely fast mobs. But when I need 30+ seconds to kill a single Magic Skeletal Mage, something is very wrong. I kill most of the bosses in less time then that! If I run into rare Skeletal Mage / Avian Retch with Life Regen and / or Curse Immunity, I have to skip them. It may take me up to ~60 seconds to kill them.

I can breeze through maps that roll normal monsters. Bandits, Monkeys, even Demonic. But these happen on too few occasions. Meanwhile my IB Marauder plows through all content. Since, you know, nothing resists Physical damage.

Corpse-eating bird: resist cold
Needle Hog: resist cold

Bone rhoa: resist cold
Undead Archivist: resist elemental
Ice skeletons: we're getting same killing speed on each other when in a good group

Frog monster: resist cold
Any other undying in tower: resist elemental

Maybe devourers are resisting cold too, but I'm too angry to remember this.

One-handed & Shield (close combat) - Brush & Basin
One-handed & Shield (ranged) - Hair Dryer & Mirror
Main-hand & Off-hand (evil witch) - Sponge & Soap

Devourers are also resistant to cold as well.
Sometimes you can take the game out of the garage but you can't take the garage out of the game.

That is my sentiment exactly.
I'm lvl 77 now and I didn't set foot in Scepter of God because I know how much cold resistance awaits me there. I thought certain maps (Tropical Island, Thicket, Mountain Ledge) would be void of these mobs, but boy was I wrong!
My guess is becouse if they werent it would be to easy to controll the mobs by freeze. Just look at freezemine.

My FP witch can only farm docks well...Maps are also filled with cold/elemental resistance monsters to make her the slowest character of choice(same sad story as OP's).

Curses, even dual curses, cannot mitigate against 125% Cold Resistance due to Resist Elemental + Resist Cold + Purity Aura from Rare Boss.

Ele weakness 20q with enhance and empower has about -64+ to all elemental resistance add that cold resistance curze in the same spot (4spots 1empower, 1 enchance and two for curses) and it goes up to -116+ all resistance add penetration and you have over -150 elemental resistance, tell me how you cannot mitigate? You just need decent skill combos.
