I usually keep chest piece on starting from coves, swapping it off once in a while for longer run bursts. Pretty much keep it in act 2 whenever fighting and not running past mobs. If it's easy area then I might fight chestless too. If I have a hybrid EV/armor then i usually dont bother with switching that much later on. I just don't understand why pure armor slows more than other types of EV/ES or hybrid pieces.

not only pure armour - any chest with AR (also hybrids) is counted as a 'heavy' armour and by this, slows you down for the same amount (beside some very special late tier ones)

Outdated to have the penalty, especially one that is applied the way this one seems to be. For these low level races, the only bosses that chests matter for is Brutus\Merv, and unless your chest has some resists for vaal that is it.
