I think it is like this :

U crit once damage is 3000 dps , so the burn damage is 4000 over 4 seconds i think?

Then u crit again but the damage is only 2000, so the 3000 dps crit wil win over the 2000 one for the remainder of it's seconds.
Then when the 3000 crit dps runs out, your other crit can stil burn for the remainder it has left at a lower burn damage?

All your burns run through their durations simultaneously but only the largest one is actually dealing damage.

if you have frozen an enemy (say with glacial hammer) and then hit them with fire damage ( like infernal blow) it removes the freezing effect, right? Seems to be what I've observed, and vice versa. If they are on fire and you hit with ice damage and get the chill or freeze effect it puts out the fire?

AFAIK it just displays the effect of whatever was most recently applied, but all effects still remain on the enemy.

No. All the effects can be visible simultaneously.
