I know exactly what you are trying to do, and I will not fall for that. It is not my role here to educate you if you do not know the rules. These rules that are set forth by GGG go into effect the minute you create an account or log into game. It is your responsibility to read the rules.

But you are really trying to use scare tactics to threaten a change that suits you, thats something classed as terrorism by the dictionary.

This is a PETITION.

OP is lacking credibility unfortunately. This is on topic to check that OP is correct, and right now, it's NOT yet.

And you should refrain to threat people to report them for no reason.

The only thing I think they should do is to not allow them in PvP. Other than that I think it's completely pointless to remove them. I personally don't own one of these soon-to-be legacy items, except for a pair of Rainbowstrides, but quiet honestly they're not hurting anybody(except in PvP) so why remove them?

So that's what I think you should ask GGG for- banning these items from PvP. Furthermore, if you are, like you said, 300 members, your more casual players can easily get a hand from the more active players as regards gear and maps. I strongly doubt that you find competing in new leagues to be a problem at all unless your guild is filled with self-serving players. So, be a dear and tell everyone why you really want them removed/updated if, that is, you actually have a group of 240 people who want this.

Also, looking at who is whining and who is praising a certain decision from GGG is seldom a reliable source of the real numbers as people who are pleased with said decision usually don't feel the need to let everybody know how pleased they are. It's the people who want something to change that tend to get vocal about it on the forums.

As i told a dude "Softcore?ofc,why not?Real playahz min-max their shit and then go CUT-THROAT+ HARDCORE LADDER" -> SO IM NOT A CASUAL but i do require testing on Softcore before goin Cut-Throat (and ,i,for one,most definatly will mix it with Hardcore :D ).
Last time i quit playing this epic perfect game (except that i dun have writing on friends list to see wich of them are inactive since many days since open beta/closed beta and now friends list is full & i only see account names in friends list so whatever that's another suggestion i'll make )....
Last time i quit PoE IT WAS BECAUSE OF LEGACY LADDER CHARS MOVED :) Not because they were moved,no,that was good, because i had 1 Voll's protector old and one new and skill gems nad what not => disrupted my min-maxing.

I am not a madman to speak for others but I am insulted and probably others would be too of the non-fairplay that would be on standard permanent ladder should the new items (dropped/crafted) be nerfed and old ones existing already not be nerfed -.- .
