Design Philosophy of Affixes

This is something which ultimately always becomes a "problem" in ARPGs, this will probably not solve it. But it will make for more unique fun builds (which I'm 100% for) and make the "perfect" items more rare (not sure what I feel about this)
All in all, I'm for this change, more affixes for the people! Viva la Affixelution (I'm horrible at this) xD +1 |

Not only that, it makes it harder to define perfect. Every build should have more than 4 suffixes and 4 prefixes that it wants on its rares.

Here are a couple of my ideas
Mod 1 (dagger, sword, claw, or axe): +1% attack speed for every 2% health missing (does not apply to totems) Mod 2 (wands, ES Shields): see Mod 1, but cast speed Mod 3 (likely for unique, maybe an evasion one): If you take more than 60% of your HP from a single hit, reduce damage by 30-50% Mod 4 (Again, probably unique, prob helm or gloves): Frenzy charges reserve 3-7% of your health (haven't decided). This health is added to weapon and spell damage as bonus chaos. Gem: Blood Fury: Converts Endurance and Frenzy Charges into Blood Fury Charges, which adds life leech, and massive attack speed. Can be expended as though they were either charge. For effects that take into account how many of Frenzy/Endurance charges you have, it counts both the appropriate charges and Blood Frenzy Charges (ex. Frenzy or Immortal Call, with the latter expending all charges). They also stack separately from either charge, and have a max Blood Fury charge number = to your combned max Endurance and Frenzy charges. Quality Blood Fury gems give "+1% of leeched life applied instantly" per quality bonus (This could work exceptionally with someone using both mod 1 and mod 4) |

Having something scale off character level is dumb.
Having something scale off a totally different stat isn't necessarily, but is nevertheless best reserved for uniques, not rare items. (For example, I've got a Unique Design coming my way, and the one mod I want on it is "Adds Evasion equal to your current Life.") When Stephen Colbert was killed by HYDRA's Project Insight in 2014, the comedy world lost a hero. Since his life model decoy isn't up to the task, please do not mistake my performance as political discussion. I'm just doing what Steve would have wanted.
