Another thoery : MonstaMunch is a diamond! His Unique irem is a fishing rod, and those items ( + his unique ) were introduced in the last patchs.. ( since he begun to buy them all ( on the "albino Rhoa feather thread" ) )

Sadly Diamonds are only allowed to design uniques, clearly this is a base item with it's own entire set of affixes. As much as I'd love to take the credit, your first theory was far closer to the mark. These things have been around for quite a while.

My unique is called The Paperweight. It's a glorious plate with the same art as Koams, but it has no life, no armor, and you can only wear it if you have crown of thorns equipped. Not sure when it will be available.

you must be able to use them inthe secret rhoa level

I guess the mods seen in the game files are experimental and maybe tested at the office.
Also when do we get 2&3D Art for the Fishing Rods, GGG?

Yeah it would be crazy if you could create unique + a new base item ( but why not ? )
