Tried this build. but...somethingh is wrong. 2/3 items are important: ES chest (6L) above 1K, 1H sword 400-500 pDPS, shield with 1K armour/ES 400 and gloves with 700 + armour. 400-1000 EX, maybe, without the rings, ammy.

I use 1/2 of item stats. Kiil the boss? 1-3 sec, no problem. But the normal monsters are dangerous. Now reave is the second skill to slain the bosses with culling 20/20.

I think the biild is usable...but with another skill three.
Update on my 30ex budget using this build for anyone interested:

Basing this build around a 30ex budget, as far as I could tell until now, is completely doable without many problems. There are just a few main problems that can be worked around with some patience.

My character is now lvl 69, and I started clearing lvl 71-72 blue maps without crazy mods with ease, since lvl 68. I died once in a lvl 71 after 3 maps against Fidelitas copy, but it was my own fault for not taking a Topaz Flask with me.
Farming Piety at lvl 68 is easy, no trouble there. Dominus was harder, but mainly because these were my first runs with this kind of build (I'm used to facetank him on my Marauder), so my mechanics are very bad at the moment and my reactions are really slow. If you're better than me, then the fight is also as easy as Piety.
The build may be strong, but i wouldn't recomend leveling with it unless you have a FULL set of gear prepared for the transition to CI. I, myself, did it at lvl 55 and it was a mistake. I was dependant on groups to level up while I was too weak. I only stopped being dependant on groups when I was lvl 65 and got a Bino's Kitchen Knife and around 3.3k ES. That way, I finally started to be able to leech a decent amount of ES and survive most fights.
As you can see from above, Bino's Kitchen Knife is essential!! I would not recommend any dagger except this one, unless you want to go over-budget. The cheapest dagger I could find on poe.xyz that was comparable (and still a little worse) to Bino's costed 27 exalts, 10 exalts more than a Bino's, so I don't think it is worth it.
Relating to sockets and links, a 5 link can hold on until the late 60's. With only a bad 4 link (Reave-Multistrike-PCoC-Critical Damage) I had ~10k DPS with hatred and ~14k with power and frenzy charges, which is comparable to some late-game tank builds. More links will help, though, since my DPS went up by ~10k with just an extra link (Melee Damage on Full Life).
The biggest problem about leveling using this build is the time period between transition to CI and picking the Unwavering Stance node. Believe me, you WILL get stunlocked a LOT. And the worse part is that getting stunned so much will desync you just as much. That was really frustrating, but as soon as i got it at lvl 68, it was no longer a problem. I started playing recklessly and almost don't desync at all now.
Also, i took a 20% increased Accuracy rating node near dagger damage nodes, since good gear with +acc rating can be very expensive. All other passives are the same as atlas'.

I believe that is enough information, so to finish here are my stats and gear:

- 16.056,7 DPS in town, 21.439,7 DPS with Wrath aura, 24.179,8 with frenzy charges;
- 4025 ES in town, 4814 with Discipline aura;
- 70,8% crit chance (no power charges used);
- 85% chance to hit;
- 2398 armor (28% reduction);
- All resistances capped.

Gear
TOTAL EXALTS USED: 28-29

I found that the Granite Flask with knockback is very useful in tough situations when i get surrounded. It allows me to create some safe distance from mobs so i can safely use whirling blades to get out without getting desynched.

Next project: farm 10 more exalts and raise the budget to 40ex maximum and make it able to kill Atziri!

Incredible update keep up the good work. In case you guys missed it he uses knockback on hit as a suffix on one of his granite flasks. Very interesting. Balling on a budget takes more time but it is very rewarding :)

If you're using a 1H sword on a crit build you're doing something wrong.
