IAS WED and Flat lightning damage is what you should aim to have on your rings but on a quiver and amulet it is important to have ATLEAST crit multi 2nd tier which is bare minimum 54% and goes up to 66%.

To answer your question about IR its best to stack evasion as the build gets %evasion passives and each frenzy gives you 4% evasion as well so when it comes down to it evasion gear will ultimately give you more damage reduction than pure armour for this build.

For PvE Gifts from Above seems like a good idea but ONLY if you are capped on resists without a ring and in ele weakness thats impossible unless you have some crazy crazy resist gear.

To answer your PCoC question it is best to use that as 4 power charges not only gives you 200% crit but it also gives you that not only on the skill its attached to but all the skills you use i.e LA.
