It's highly likely that when player-created leagues become available, some of them will have the option for full re-specs, whether you have to earn them, or get an unlimited amount.
As for the game in general, I personally do not like the idea of being able to "perfect" your character with minimal effort. Currently, people who are creating unique builds ask the rest of the community what works well with the builds, and the ones who want nothing to do with the community have to learn on their own, and potentially ruin a bunch of characters in the process. |

By the end of Act two you should be reasonably geared and have a basic spec going. Weird, this argument for 'testing grounds' didn't happen in ARPGs and other games witch allow similar flexible builds such as TQ, TQIT, Sacred, Sacred 2, Fallout 1, 2, 3, Baldur's Gate, Baldur's Gate 2, Icewind Dale, Icewind dale 2, Temple of Elemental Evil, Witcher, Witcher 2, No Regret, No Remorse, Diablo and Diablo 2, Arcanum, Planescape Torment, Torchlight, Fate, Nox, Zax the Alien Hunter, Space Pirates and Zombies, Borderlands. There won't be any 'testing grounds' in Borderlands 2, Grim Dawn, Torchlight 2 or Lineage Eternal as far as I can tell. This isn't the easy-mode kind of game that forgives your mistakes. It's not made for the type of gamer who enjoys that. It's designed to punish you for mistakes, in both combat and character creation. Once you get to a level where you would be testing "builds," you don't have enough flexibility to really test a build. You only have enough to test a few minor changes. So, without full respecs, this system would basically be useless. The only time this system would ever come into practical use is when high-level characters want to drastically change a build. A player who can afford such a venture without starting over should have enough general knowledge about the game to make informed decisions. The nit-picky stuff about getting 6% fire damage or 6% spell damage at level 25 don't differ enough to alter a character in a major way in the long run. "Not likely.
