I can't know. But intuition plays a role here. Several independent anecdotes is a data point which warrants an investigation. So yeah, I can't be certain in the sense of scientific fact. But if I had control of the code, I would investigate to confirm my suspicions. I can't do that, so I can only hope GGG looks into it, or changes the methods in a future update. Because even if I am just insanely unlucky, and consistently get unlucky, that means the game should change in some way, from my perspective. Don't misunderstand, I am not losing sleep over this. Annoyed a bit? Yeah. But it is what is.
It seems to me like the spawn chance has a high dependence on map quant. When I was running 8 mod corrupted, extra mod scarabs and increased mod affect on atlas I ran into 3 in quick succession. Before that I had none, and now that i'm running safer maps for levelling I haven't seen one for a long stretch of maps. I have no proof or evidence beyond this. May well be RNG as well, just the impression that I get from the results I have encountered.

I'm running cathedral maps at the moment, havent run into him or black night yet on that map, but will update if I do come across them.


(Didn't find any on Cathedral. Did just find one on coves 8 mod corrupted. I still think it is very hard to notice the spawn. I didn't notice it at all, but opened minimap and saw one was spawned somewhere on the other side of the map. It's hard to see even if you are standing near it with no mobs or skill effects.)
