Haste

This must be a mistake, every auras scale except this one...
I'd like to see movement speed on this aura, it fits "haste" well.

After getting the real haste aura via dominating blow, Im very dissapointed w/ this one.
Underwhelming - 10% is just not good enough. It needs to be a numerical increment as you level up. It may have a high radius, but that can only substitute for that much.

Hatred, for example, can be 35% attack damage with levels and quality, MUCH better.

Well that's certainly not intended it's just the way that auras have stats. So the faster casting is increasing its cast speed stat, increasing its cast time, but then because it's an aura it shows that as being given in the aura, and because it's haste it gives its cast speed to nearby allies.
40% mana... who would use that?

I'm not experiencing this.

As it stands the aura costs too much for too little, given that the haste does not scale with level.
I ve started playing the game only a few days ago so I m not much into the stats and numbers yet. Just thinking does this game use 'breakpoints'? If that s the case it could be that a 1.3 speed is the same as 1.5 but then if you reach 1.7 and reach the breakpoint (if there is) then that s when you actually experience the improvement? I ve been using Haste with my ranger and it does seem to make a significant difference on my attack speed and overall effects so I m happy using it just as it is even with the high mana cost.
The game does not have breakpoints like D2 did. At least that's what Chris said when we asked him in chat.
You said that percentage bonuses need to have percentage mana costs, but this really isn't a percentage bonus because attack and cast speed are already relatively plentiful, especially for DEX characters with Frenzy Charges, and even moreso if they use Frenzy as their main attack. For a character with +100% attack speed this is only a 5% DPS boost.

IMO any of these would make this gem at least palatable:

-1% mana reserved per level
+x% movement speed
+10% MORE attack speed (instead of INCREASED)
