The answer is NO.
Your dmg will only be affected by % Spell Dmg and % Cold Dmg if ur using freezing pulse.
The % Lightning dmg will be useful if ur using Added Lighting Damage support gem.

I saw that you wrote to level up Reduced Mana as high as possible however, adding it high means i will need str in stats. Is there a cap ideally how much to level it?

u need 109 str to use a lvl 20 reduced mana, which is very easy to get.
