yeah got it to work... un install the previous version of the download posted by tom from GGG earlier on this.
step 1- download the file
step 2- uninstall the version you already have of the download
step 3- restart your computer and update if you need too
step 4- giggle like a school girl when you launch PoE and it actually works after all your efforts

Steam shows minimum requirements 1,4 GHz processor.
VC_Redist.x86.exe has 1,6 GHz Processor ... shit happens.

Windows 8.1 pro steam client i7 4710hq 8gb ram gtx 850m after preparing to launch window disapear and nothing happens R.I.P I'm not gonna make any changes to my laptop operating system so deal with...I hope you guys solve this problem cause you really screwd it ....

Thanks mate this helped me to fix problems after patch. I uninstalled game and deleted leftover files then i tried to install it again but with no success.
After i installed those updates and started client again it works normally, also i reinstalled C++ 2015 x86.
This worked for me follow same process for 8.1
update windows install the KB2919355 file and then install vitual c++ 2015 from microsoft .. easy process but takes time for updating things

Now, you will only install the Important updates. Not the optional ones. Select just the lesser file sized updates and let it finish the proccess. After that, restart your computer once again.
Step 5:
Now you have to download these updates:
• KB2454826 x64
• KB2534366 x64
• KB2533552 x64
Install all the 3 updates. You'll have to restart your computer for every update, so be patient.
If the update says "Update already installed in your computer" just skip the step.
Step 6:
Now finally install the Windows Service Pack 1.
It will take a while, but please, be patient.
When it finishes, your computer will be restarted and you can install
the vc_redistx64 and vc_redistx86 provided by Tom_GGG.

after 12 hours of trying this is the solution for windows 7
the guy on page 14 of this forum was very helpfull
first step 1
but first uninstall all 2015
Visual C++ Redistributable [really do this]
than update to sp1 for windows 7
install atleast the bottem 2 of these installs thats step 5 this tutorial

• KB2534366 x64
• KB2533552 x64
reboot
start the game Path of Exile run as administrator <- if u did not try this this helped me alot.

I won't install the patch 2919355 because is very buggy i installed it last year and i ended up with the windows broken.... it slows down the startup and i can have internet connection problems because of it
