Indeed, the reduced damage is applied to the item, not incoming damage.
That's the best use people have suggested for the bow, is stacking elemental damage and using the largely increased attack speed to compliment it. My item for the day: Unavailable ZedsFiction // AshesRelandi // akaZeds

This is easily one of the best drops I have had, for the level that it requires:
