It was confirmed a long time ago,and by that I mean months ago, through reddit and the wiki. I had previously told people it was not possible until someone posted a screenshot of Le Heup of All dropping from Normal Hillock. It was ilvl 3 but LeHeup requires lvl24.

Has anyone tested that belt yet? and seen how it actually works?

Hopefully the belt is ultra rare. Like rarer than shavronne or kaoms type of rare.
I don't get people complaining about op uniques. I think ggg put them in the game purposefully as overpowered, kind of like a reward for reaching a point in the game where you've played enough or acquired enough wealth to get one. There's nothing wrong with creating an overpowered/imbalanced character in an arpg - that's half the fun. And it's not like these items are so pervasive that they will impact most of the playerbase. They are just toys for the ultra rich or lucky .

Again. There's nothing wrong with having 'I win' items in an arpg. This isn't an mmo. And most people will never see or have one. Before the orb of chance changes, kaoms and Shav were too common. Maybe we are seeing the impact of that now, as they are probably more common than ggg planned but they will grow rarer overtime.

I expect ggg didn't make the same mistake with the belt or axe. Half the people whining about imba will probably never see one, never see one in trade, never group with someone who has one, and not even KNOW anyone who has one. They should be rarer than mirrors, by a significant amount. Any more common than this, then it will have a negative impact on the game.

Look at lion eyes. One mistake ggg made and the lead dev admitted. Slightly more common than an op rare should be. And because of it an entire set of builds are pigeonholed into using it.

If it was as rare as a mirror or rarer this wouldn't have happened
