Minions never benefit from your gear unless explicitly mentioned otherwise. Very unlikely that your Minions will get Culling Strike with the Heartbreaker :) (insert joke about breaking your heart here)

" Consider this: If you add culling strike as a support they'll get culling strike. If you have gear that gives culling strike to stuff socketed in it they'd get it. If you have gear that gives all your spells socketed anywhere culling strike they might. Of course it really depends. Does it make your spell damage having culling strike or your spells? |

It's the question whether "Your Spells have Culling Strike" implies adding the effect to every spell gem you use, or simply affecting every form of spell you hit with. It's kinda ambiguous though I'd also lean towards the second option.

"I would say that it depends on whether or not your skeletons do spell damage. From what I know, summon skeletons is a spell, but it deals no spell damage, the skeletons you summon do weapon damage (which is why they are affected by auras like wrath, while spells are not). However if you raised a spectre that used a spell (like the caster skeletons) I would consider that spell damage. |

It'd be Spell Damage alright, but not your Spell Damage. The Specter is doing the hurting, and it uses its own stats for that, and the Spectre Skill gem bonuses are added to those stats. This does not include bonuses found on your gear however.
