I think the design intention for an extremely powerful weapon with a large downside. Unfortunately it lacked in power, thus making it not only bad for the its level, but down right unusable.

I do not think it was meant for pvp, it really doesn't yield any advantage to kill your opponent through multiple hits. Doing large unpredictable burst is the essence of pvp and designing a weapon that attacks fast with 200 top end damage doesn't seem to accomplish that goal.

I'm sure with the rebalancing of uniques coming with open beta, this item was on the top of their list for fixes. It'll be interesting to see whether they increase it's damage substantially above other weapons while keeping the penalty, or if they will simply remove the penalty and keep it as a fast niche weapon.

I'm using it and i still got +40% magic find so who cares about the -40%?

Also idc about the -xp since i can clear every map and fellshrine within a few min with +110% attack speed and +30% movement speed and be able to onehit rare mobs with 4.5k dps anyway.

It took me 3~ hours [+1hour party] total playtime farming fellshrine alone to get from 60 to 66 while using this mace. Not really that bad for -30%. And i am not even trying to rush as fast as i can. Currently farming Vaal pyr with lvl 66+ and i think i need around 40 min for 1 lvl if i go hard.

U just need to know how the handle the two -stats.

Couldn't you just put it in your alternative weapon slot and use it against bosses, and switch back to your other weapon for the killing blow?
can someone tell me what happened to the occulist vestment unique which is posted on the 150s site here even a GGG memeber confirmed in this thread that it has been implemented

I wanted to call it Hell's Mantle, however that conflicts with lore somewhat(No hell in PoE). Keep in mind these numbers may not be what was released. This should be 1 of the two Diamond uniques this patch.

I would consider using that armor some day if it wasn't for the spell damage taken when on low mana. That seems like a pretty severe down side without enough pay off.

There has been no further communication regarding this item. However, Prism Guardian has been confirmed as the last remaining undiscovered unique item. So, if Prism Guardian is the last then Infernal Mantle isn't in game yet.
