Yes, it's "increased", meaning it will stack additively with any other increase to the same value. So's shock, which is "40% increased damage taken".
This will stack additively with shock and any other increase to damage taken. Modifiers to damage taken are, however, not the same as modifiers to damage dealt, and will not stack with them additively - they can't, as they aren't modifying the same things.

A player attacks a monster:

If he hits, All the player's (applicable) increases to his damage apply to work out how much damage he deals.

The monster mitigates some of the damage through armour and resistances to work out how much damage he's going to take.

Monster's applicable modifiers to damage taken then apply to the damage he actual takes, increasing (if shocked or frozen by someone with this staff) or decreasing the damage before it's removed from ES and life.

Feel free to disagree with me. I like this game a lot. IMO the unique system in this game needs to get a lot better than it is right now. I am hoping that the introduction of more higher lvl uniques will fix my issues but right now I don't find the vast majority of uniques at all exciting. This is because 1. They are mostly low level uniques that I have no interest in building around, 2. Most of them are near worthless in the economy, 3. Their drop rate is very bad at the moment.

I think my biggest problem right now is the drop rate (which I already said might improve with the introduction of more uniques). I am running maps right now with around 250% rarity and a good amount of quantity and I can't remember the last time that I even found a unique. It makes me sad that even if I log on and find a unique right now the odds are I will either vendor it or give it away.

I don't remember being this uninterested in uniques in the Diablo games. I'm a big fan of uniques and I just want them to be exciting and not how I currently feel about them when I am playing the game.

p.s. I already know that all current uniques are useable with certain builds. This doesn't change the way that I feel about them in general.

I disagree, iamstryker I like the unique system very much.

The low level uniques are necessary to provide variety and to elevate the worth of the higher level uniques. The uniques are in no way planned to be of equal value, they simply confer mods that would not be found on rares of the equivalent item. This, as you say yourself, make nearly all uniques appropriate with particular builds

It follows that uniques will have a wide range of value in the economy. I disagree that some uniques are near worthless in the economy: there will always be demand for uniques not necessarily for always for their properties but sometimes just because they are unique.

If drop rate increase, unique value would decrease. Which change then, iamstryker, would you prefer to see implemented? I like the rarity of the uniques, as it raises their prestige, even though their properties may be no better than a rare's. And remember that after entering open beta there will be no more wipes so the number of uniques will increase.

I think that interest in the Poe uniques is extremely high - just look at the page views for this page compared with others.

Selling a low level unique for 1 alch or less just doesn't sound appealing to me. I would rather not spend the time looking for a buyer. They just feel worthless a a result.

A lot of uniques already have little value, increasing their drop rate a little bit (ON THE LOWER DIFFS) wouldn't hurt the game, and it would make it more exciting for new players who played D2 and would like to see a similar process, because in D2 you couldn't play through the entire game and not find a unique. I was definitely disappointed the first time I played POE. It felt like D3 in this regard. I do not pretend to know the perfect solution here. I only know that I am currently not happy with how its all set up. Drop rates appear to need to be tweeked. I just don't feel like uniques are very exciting. If I really need a lower level unique I can trade for one super cheap. finding them in end game maps is not fun at all. Its more disappointing than anything else.

id rather they split up uniques into 2 raritys.

1 for item that give stats not available normally on the base items and that are build enablers

2 for the rarer uniques that are build boosters.

because having krom's heart and voll chainmail (i have gotten 3 of those dropped >.>) in the same rarity is stupid :S
GGG does differentiate between build-enabling uniques and more conventional uniques. That's exactly why Voll's is common. They're both called Uniques, but they don't have the same relative drop rates.

Then again, it's more likely than not going to be a trash unique anyways, or one of the dozens of pointlessly weak set items.
