on the shields that have "addition blocl chance" is that included with the implicit chance to block property?

I don't get why that wand doesn't just have a "30% reduced energy shield" mod instead of this arbitrary middle finger to CI builds.
CI already isn't mandatory for summoner builds because using CI reduces the amount of auras you can abuse. | |
