HoT will give you more deeps than HoI, specially if it has quality since the increased lightning damage will also apply to Wrath. HoI will chill/freeze/shatter enemies so it adds a bit of survivability and makes necromancers/detonate dead things harmless. Your call, since I don't think the dps difference is big enough to make either herald a winner.
On a different topic: the provisional 1.3 tree made me cry. There's still hope for changes I guess (not really). We'll have to wait and see anyway!

I'm not a buildcrafter but I can state a couple obvious things and add some opinions:
-You take a 6% ele damage to close the pretty templar triangle, but ignore a 8% ele damage node next to Elementalist (templar area too). That being said, I doubt either of those are worth taking, I might be wrong here though. As a matter of fact you could also take 10% elemental nodes in shadow start.
-I don't think going all the way down to marauder life is worth all the pathing. Instead you should take the Purity of Flesh, at least the notable (that'd be 2 nodes for 12% life) and maybe the whole cluster even.
-We lose 4% reduced mana reserved. With your tree the (now moved) bottom left aura cluster and the top right one are 9 points away (rip). We also lose a massive amount of crit chance since all(?) the one handed clusters are missing in action. Same applies to crit mult and even attack speed I think.
We probably need to focus more on the top right side of the tree for 1.3, theres a one handed melee cluster between shadow and ranger and a couple dagger clusters around the shadow area.

It was just a try for something new,i hope SFX help on this one - again and give us a hand for better build. :)

In principle you have 2 ways of reaching the scion tree: either through attack speed route (and pick up some accuracy and more AS or projectile damage) OR evasion & life route. In the tree posted above I picked evasion and life since I feel the ranger tree is better for going with high evasion. The life is good anyway.
The second difference from the scion tree is how to get to the left part of the skill panel. I opt for going through Reflexes -> Sentinel -> Constitution. The alternative is to go up through Foresight in the north (saves some points) but we get no benefit from that route.
But this is just theory crafting. The general idea is there, but I am not quite sure it will work perfectly for you. You might have to give up something to gain more mana regen or Intelligence (not sure but could happen, depending on your gear). In the end, the only way to know for sure is to try it out yourself OR ask some people in this thread who asked the same question as you before :)

Anyway we shouldn't get too serious on theorycrafting yet since the tree isn't final. In fact, according to Chris Wilson (praise to be) in Reddit, "the guys are still doing big changes right up until launch".

Well I currently have 144%, at level 90 and with decent gear (not great though) that's just over 4k unreserved life. I know I wouldn't like to play with less than that.

Im planing to do this build after 1.3 patch.
Maybe ill drop haste and run purity of lightning or purity of elements with lightning coil.
wouldnt it be better to drop powercharge on crit for additional accuracy/lmp swap and gain charges with assassines mark?
