I am sure there are legacy onyx amulets with legacy crit multi rolls available, so someone crazy enough could try to craft it. BUT new amulet wouldn't be nicely divined, because you can't reroll suffixes and last prefix.

I haven't seen a 1-2-3 stat onyx with legacy multi in.. eh, forever.
Theres several out there sure, but they all have one thing in common: They have a bunch of other useless mods. It would have to be a onyx with the multi, then 1 or 2 of the other mods we need, t1 ofc. And to top it off the stats would have to be decent, like lowest rolls wouldnt really outshine Rune Medallion anyways.

I'm like 99% sure it's not out there. It's been such a long time that they have all been miscrafted, crafted for other purposes or something else.
Rune Medallion remains the best, and will continue to be so.

It would literally take hundreds of thousands of eternals to get something that's better than Rune Medallion because you can't use any divines on the new craft. And all that effort for what, +flat ES instead of +phys damage? Even if something like that existed, I'd still take the flat phys just because it's useful for other top builds like ST.

So your leech rate is capped at 20% of your life (or ES) per second? So regardless of how much ES I have, if I'm doing enough damage, I should leech 20% per second.

Yes, without Vaal Pact or Acuity, you can be leeching 20% max life/ES per second.

Just dropping by - with Tom94's blessing - to mention I have a wand that fits the build pretty well up for trade on Hardcore. It could be sent to Standard as well potentially. Not sure in terms of price, I've been getting anything from 5 to 40 Exalts price checks. T1 Hybrid Spell Damage/Mana, T1 Crit Chance, T2 Spell Crit, T3 Crit Multi, 2 Prefixes open.
