despite the coc nerf, herald of ice would be perfect for coc builds... buffing both the attack and spell... sounds too good...

For really powerful characters, yes. If an attack theoretically did 10000 damage, that's 1500 damage. It'll be 1400 damage after. Negligible early on, but notable later on.
