Many uniques are multipurpose. The IPD makes it a nice weapon to loot while leveling but the other stats mean it can be used creatively in other ways.
Nick even emphasizes that point "And, maybe this weapon is actually more useful in other ways once you've levelled beyond the point where the physical damage is relevant. "

There is no disconnect. Several uniques were fully intended to be open in their use. It's what makes the design great.

I understand crit is a nice way of basing many builds around, however it is getting tiring to see this on almost everything coming out of the wood works.

Kind of true. Crits are the swivel point of too many uniques, mechanics, build enablers, etc.

I'd really like to see casters (particularly cold casters) get a reason not to crit. Some version of RT that gives you increased ailment duration and some flat ailment chance, in exchange for not being able to crit. Path of Ailments? Maybe, but at least it's something to build for other than crit. Would also crank Romira's snapper builds up into something "serious".

That's probably the biggest reason I hate league specific uniques actually - the bereks rings were massively influential and incredibly vital for crit and non-crit elemental builds alike. Shame they're (essentially) gone.
