Might work better thematically if you got the damage stacking buff from blocking rather than Endurance charges. It also might be too easy to keep the damage buff up considering Enduring Cry (especially with CwDT). The -50% charge duration would help make sure damage starts low in a fight, but EC might ramp it up too quickly. Not gonna go change the image now, but the more I consider the more I think its a bad idea.

The 13% additional chance to block would add to the 18% implicit for 31% total block chance. I'm assuming the game wouldn't just add it together on the tooltip because its an implicit mod rather than an inherent stat like a shield.

I always liked the idea of staves - a 2-hander with pretty good damage, but still having defensive properties through block. I wanted to capitalize on that rather than making another caster unique staff.
