Plenty of them do this. It's again, to keep you farming.
One example of the top of my head was Hellgate and it's 'Augmentrix'.

Find me ONE Diablo-clone isometric ARPG that is not built on RNG, then I might agree with you. That is this genre's defining trait.

If there was a chance that your gear would become worse, but also a chance that the gear would become better... well then that's the sort of RNG I like - Add to this a possible way to remove corruption when it has a negative effect and we have some interesting options.

Many RPG genre is build on RNG. ARPG is one of them.
Regardless of semantics, RNG is the core of games like this. Anyone who doesn't like RNG will have to look for other games.
