If you are specced into swords and spectral throw shiversting is by far the best weapon up to level 32 when you can roll a spectral sword. Unless you roll something that is 120 top end sword or Dual elemental damage from a level 23 weapon with top rolls.

But the point is you don't have to worry about dumping currency on a weapon until possibly level 32.
