"This is all correct. The chance to crit (thus inflicting a status effect) and the chance to just inflict a status effect are entirely separate events. If either occurs, a status effect is caused. Note that chance to cause status is tested independently for each monster, while crit is rolled once for the spell (and then tested against each monster, but with the same result on each in most situations). |
