Chicken Hack and Party Exp Sharing

I took some screenshots yesterday when I saw a bunch of level 1 characters in Act 2 loading in and out periodically. Looks like a few players are using this tactic in the 1 week resistance test.
Something like chicken hacking prevention should exist. But at this time I don't think the developers should develop this until the game is a bit more stable. I would imagine some crashes now could result in 2-3 seconds of your character standing their getting beat on by mobs. If players died to exploding shot crashing their game in act 2 it might discourage some players from testing the rest of the game. The problem with a 2-3 sec delay is that people who use Alt+F4 to get out of desyncs are screwed.. so until that is not fixed I am against that suggestion.
What I agree with is that loading should be stopped some way or the other, but don't let legit party people suffer from it. Maybe try to make exp-gain area-wide, so that as long as people are on the same map/area all of them will get exp. Also maps should require the player to have a minimum level to enter them, starting from 50+ maybe. That would prevent lvl 1-10 chars from entering them.
