You already basically received your reply from another user. It seems your ISP is having some issues. You might need to contact your ISP to get your connection issues resolved along this path.

Thats not a clear answer, and i answered to Jason_GGGs reply to my post, but havent gotten any response back from him, which is annoying me since you cant start to try to solve an issue and then just ignore the discussion...

Sorry for the delay in getting back to you regarding this. From what you have posted it does appear to be an ISP issue, another user has been experiencing an extremely similar problem. In this case I recommend contacting your ISP and sending your WinMTR report through to them with some details about the problems you have been experiencing. They should be able to find and fix this issue for you but apart from that there is not much more help I can provide I'm afraid.
