I think what was meant was that even though it's not coming off NZ time the patch is still coming from NZ as in the place, given that (presumably) work doesn't start till 9a we wouldn't see the patch before that. Which ever time that happens to be here in the us or more exact pacific time.

I wish they would update the passive skill tree planning tool to reflect the changes. Something to do until the patch is released.

If you mean the passive tree on the site then yes, but third party apps have to be updated by their respective developers.
