Why can gloves roll attack speed but not cast speed?

1. Why can magic-rare gloves roll attack speed but not cast speed?

Faster Cast Dexterity Imagine the deliciousness of a belt that has Dex locally. You know how USEFUL that shit would be? Fuck Leather Belt, I want a Dex belt. GGG gives me Diablo 2 Teleport? I give them 50 bucks. No questions asked.
