Why is waystone/map difficulty tied to waystone drops and not loot?
I'm struggling to understand the logic of this. The harder the map is, the more waystones will drop, not the more loot. For the vast majority of mapping we only care about quant and rarity. The best quantity and rarity waystone mods that drop loot have zero effect on difficulty. Unless you're farming key fragments from citadels there's no point doing uber hard maps just to get waystones out of them.

In theory it does make the loot better?
I sort of just went with that idea on launch but now that loot is so sparse I'm not sure if that was never true or something changed lol. |

You get atlas points that makes mods harder.
Monster Modifiers grant higher amounts of Item Rarity and Item Quantity. Each map has like 6 rares... |

" Atlas points aren't waystone points though. You can have elemental penetration, max resistance decrease, multiple projectiles, poison, ailment resistance, increased stun etc. that seem to have zero effect on loot drops - they only drop more waystones. Sure more rares, and rares with more mods increase drops, but they're prefixes, and the vast majority of loot seems tied to the quant and rarity mods, and all the other waystone downsides/suffixes seem to have zero effect on loot - they just make the map way harder. you take risks for sustain, you take prefixes for loot.
it's a good system. you can use things like omens to force prefixes if you don't need waystones. |

Nobody knows exactly, taking on risk should be rewarded with loot.
Waystones should just be an integrated part of that. |

Th original reason was to push players to do harder content in order to maintain enough Waystones. Now Waystones drop like rain and there’s no need to push harder mods. But the system has not yet been updated to reflect this. I think it will be, eventually.
