Rusted spikes Gem Bug

Rusted spikes gem dosent work for me,
im useing it on spear throw and im a Tactician with the suppressing fire and Right where we Want Them skill point.
i have not tried without the skill points.

Rusted Spikes also doesnt apply bleed for me no matter what I try. I am pretty sure it should work with the Tactician Acendency Notables.
I just tested it without the Ascendacy points and even Ripwire Ballista (which pins natively) doesnt apply the aggrevated bleed effect upon pinning an enemy.

Same for me. I am using High Velocity rounds with the "Pin" gem along with the "Rusted spikes" gem
