Reduced attributes affix & attribute runes

I am using shattering palm and to fulfill my dexterity requirements I added a dexterity rune to my shield. This allowed me to free my ring slot which was previously fulfilling my dexterity of 53 or more. With enough dexterity on my shield to use shattering palm (visualized on attribute stat page) I could not use the skill once I loaded into the zone. I had to go back to town and re-equip the ring with dexterity and now I can use shattering palm. So I believe there is a bug where rune attributes are not properly applying; even if visualized.

Lastly, I also have 1 or 2 pieces of gear with the "reduced attribute requirements" affixes. I do not believe these are working either or at least I can't tell visually if they are. Is this affix for gear/skills/etc? Thanks.
