Am I the only one not getting the guaranteed map sustain?

I'm constantly doing tier 15's and not getting maps to drop, so I have to go back to tier 11/12, then make my way back up to get 15's again

GGG. how about you let us customize each map lvl button (tab) on map stash. You added 16 lvls but what happens if we use just 3 and theres no more space on any of those 3 ? (most higher lvl players will store only 14+ tier waystones and the rest lower lvl waystones vendor them for gold). So if my lvl 15 tab got full now what? I must pay again 15 euro to buy another map stash to be able to store more lvl 15 while all the other lower tabs are empty/unused???

So instead of "forcing" us to buy another map stash (when any of the 14-16 lvl tabs got full), let us customize each button's lvl so we can store whatever lvl maps we need on any of the buttons (eg. we could right click lvl 1-16 waystone button and changed them to any lvl we need). Then all the 16 buttons are becoming usefull and not only 3 of them.

Probably for you (GGG) is great if we need to spend money for stash pages, but try not to insult our inteligence.. I am not going to pay another 15 euro for using just 3 tabs on the map stash.
