150 ms on Sao Pablo server

Hi, im from Argentina and my ISP is Telecentro, about a month ago i started having an issue in the server of Sao Pablo, my ms to all servers starts from 150+. i usually play with 30-45ms. I have tried everything and no fix. I have written in other posts about it, but it seems no one cares and there is not support for this kind of issues. This issue happens in POE 1 and POE 2. I have contacted my ISP and they offered a change of modem and nothing else.
