Not receiving atlas points and no access to atlas skill tree

On my atlas it shows that I have 23 maps completed WITH the bonuses. I've made map tiers 1-5 magic, 6-10 rare, etc. but I've received ZERO atlas tree points so far. When I press "G" it takes me to the atlas where I see my completed maps. But in the top left corner the button to go to my atlas skill tree is grey and I can't even click it to access it. Please help, Thank you!

Nevermind. I was unaware that it was disabled for Phrecia
