Fated End: Who's wrong, GGG or PoB?

PoB lets me ramp this up to any "upgrade tick" that comes after +219% increased effect.

However, according to the description, it should end at 220% of BASE, not +220% increased effect, which would be +110% effect. (Example: 100% of base would be 0% increased curse effect.)

Sadly enough, my instinct is to trust PoB, lol. Would this be correct?

I think you need to check yourself a little bit here.

^ That is stuff designated for PoE 2.

^ "You are here."
"that has no other appropriate index"
Arguably, this would fall under Gameplay Help and Discussion, because you're asking for help regarding a gameplay mechanic. On the other hand, if they're so bothered by it--they should report the thread to ask mods to move it to the appropriate section, rather than causing a fuss in the thread itself.

Regarding the actual question--without testing in-game, I would err on the side of the wiki's Fated End page regarding the interaction.
"
Non-Aura Hexes expire upon reaching (180-220)% of base Effect takes into account all modifiers to curse effect that apply to the curse, not just the increased effect from Non-Aura Hexes gain 20% increased Effect per second. Thus a curse with less effect or reduced effect will take longer to reach the required fraction of base effect to expire, while curses that have a high enough curse effect modifier from other sources will expire immediately.

I read it already, but it doesn't address my question.

The actual description on the item implies the curse would end at +120% effect, since that would be 220% of the base effect. However, PoB lets me ramp it up past that, up to +220% effect (which is 320% of the base effect).

So I was asking who got it right, GGG or PoB.
