You can all literally negotiate any of these with GGG, of course for a fee….its been part of their revenue model for a decade.

Edit: I said negotiate because there will definitely (based on PoE1 history) be some haggling to ensure you don’t get a ‘game breaking’ item into the game but still get something you are happy to pay money for. You even get the option to add personalised text to the unique.
If you look at poewiki and the Kingmaker Despot 2H Axe this was a user created unique and has ‘orange’ text at the bottom to hint on how to get it ;)
Hasn’t happened yet in PoE2 but its predecessor has also had leagues (poe2 hasn’t yet and won’t until full release) where if you bought the top tier supporter pack (approx 500$) you got a token included to make a unique item.
