Windows 11 24h2 occsional 2-3 second freezs

Anyone else have this issue in poe 1 where the game locks up for a few seconds every couple of minutes?

When I press F1 in game it shows a spike in the white line in the graph. It's the only one that has spiked up substantially after the game unfreezes. Also I don't seem to have any fps issues (60 fps consistently)

Other games suffer from these issues as well to varying degrees depending on the game.

When it first happened I thought it was driver related or worse hardware related. I did some GPU tests but nothing stands out as an issue, and it would be strange since my pc is less than a year old.
