Scalper in the trade

as title, scalper basically make this their job, scanning every high value item and resell them in higher values

GGG really need to put some kind of restrictions on trade, and make trading easier

That's not what scalping is.
That’s… called flipping, not scalping lmao

One could argue that "flipping" is purchasing something with the intention of improving it and then selling it for profit, while "scalping" is purchasing something at or below market price with the sole intention of selling for profit.

I would guess that most PoE scalping/flipping lies more in the scalping camp than the flipping camp, especially for uniques... I guess one could throw a bunch of quality on the item and they would technically have "improved" the item, but I doubt that happens often.

Sorry for the soapbox moment, but I think the essence of what the OP is saying is correct - There needs to be some change to trading
Buyer’s fault if seller sells cheap below market ? thought it was a Willing Seller & Willing Buyer kinda stuff

I got used to this system - it's like an alert when you put underpriced items for sale.

Nothing will change there.
Because flipping is a basic part of trade in POE (It's also very funny).
That's how they designed it and have been maintaining it in POE 1 for last 13 years.
The most loyal player base of the POE universe are merchants, they invest the most in stash tabs, they stay active in the game even when others leave it.
There is no reason for GGG to abandon this strategy in POE 2.

Except PoE 2 is very different game from PoE 1 and GGG will be changing stuff. Even current endgame is but a placeholder copied from PoE 1 - GGG said it themselves.
However you call it, it's a part of price discovery by the market and I wonder why people think that something that humans did for thousands of years is suddenly evil and bad.

No, in terms of trading the game has not changed at all. Trust me, experienced traders from POE 1 have already taken control over the POE2 market.
