Yes because it's dump, the process is dumb clear.
If you have both relics, Is "monster" ? Yes Is "boss" ? No It's monster but not boss (could be something else like "normal", "magic" or "rare". it only matters when such mods exist on relics.) -> only the mod with "monster" tag takes effect. Is "monster" ? Yes Is "boss" ? Yes It's monster and boss. -> Both relics work. Is "monster" ? No Is "boss" ? No -> Neither should work. in the first place when it doesn't work, we don't care if it's monster, boss, w/e or not. Is "monster" ? No Is "boss" ? Yes -> It cannot be if "boss is also a monster" is true. If it's not true in one way but can be true in the other way, it's whole different story. I mean there should be another rule. if it doesn't exist, it doesn't work at all. It's so-called "logical operation". Edit There can be "true" or "false" in a boolean type basically and all other exceptions are "null", which is like "i don't know" "wtf???" "it's so dump!!!". it's actually really dumb logic but works somehow.
