Tinker Tools bugged?

I played through Mawdun Quarry twice but the Tinker Tools can't be found anywhere. Seems like it's bugged out and not spawning. Playing on PS5 Pro if that matters.

I am also having this problem. I did find a unique "chest" in the area, past a checkpoint. I can't remember what this container was called, but there was nothing inside when I opened it.

Are the tools not spawning?
Did I already collect the tools on my first run and never got credit for it?
Did I collect the tools, got the reward, but my map isn't updating properly?

Same here, ran through 100% of the area twice and never found the tools.

Looks like they are not spawning.

I have the same problem, it is my only bugged quest so far. Checked every corner of the map on PS5 but nothing was found. Did encounter secluded chests that look like they should contain it but then didn't.
