Cast on ignite skill not working properly

the cast on ignite skill does not work properly the % will go up a bit/or get stuck and not trigger the skill associated with it. in this case it wont trigger fire storm. itle work sometimes and then just stop working completely. and i have a bunch of different ignite skills and it doesnt proc the % number to go up
