Storm Skeletons skill buged?

I am not sure if this is really a bug or if I am doing something wrong.

I binded the storm skeletons skill on my hotbar, but I can never use it. It appears as if it is always on cooldown.

I made the same process with the other skeletons (poison and ice) and they worked just fine.
