Spirit gem requirement for sorceress question

I noticed for sorceress class when we acquire the level 8 uncut spirit gems, all persistent buffs(Cast on ignite, freeze and shock) require 60 spirits. I know we get 30 for killing one of the bosses as a reward but is there any other way to get an extra 30 to unlock the skills?

Per the announcement video, there should be a spirit reward in each act. But I completed all objectives in act 2 (excluding titan's treasure which is non-existent I believe) and didn't get it.

You can get added spirit on body armor or amulet.

I've noticed this issue as well.

I'm not able to use Level 8 Spirit Gem that requires 60 Spirit which exceeds the initial 30 Spirit Bonus from Gemrot Skull from King of Mists (Act 1). I understand that it's possible to get more spirit from other sources like Solar Amulet (10-15 Spirit), modifiers from gear, Scepters (100 spirit), this would mean we need to rely on loot drops, rng, or force ourselves to use scepters instead of desired weapon type.

There is +30 Spirit from Act 3, but unless we make use of gear to obtain more spirit, there might be a gap between Act 2 and Act 3 where can utilize Level 8 Spirit Gems.
