Same for me, cleared the whole map and didn't get it. The icon on the map is gray, but the +10% to lightning res text is white.

I cam here to file a bug about this, but before I submitted the reply I thought I'd better check when we get resistance penalties...
Sure enough, this event is in act 2, meaning we've already got a -10% penalty to make up for. Sure enough, took all my gear and passives off and I'm at 0%, which which explains why it's now back at 0% after this event, which is correct. |

derta is right, i just checked. but for the devs seeing this, it should very much drop as an item so people KNOW they got it, considering all the other bonuses drop as items first
