Guild hideout locked?

We were accessing our Guild hideout as early as this morning, but for some reason now it is locked displaying "To earn a personal Hideout, complete the quest "Safe and Sound" in Act 2."

We have people already completed it, including our GM, and still can't access it.

That quest is for your personal hideout.

Not sure how to unlock a GH, I always assumed that they were bought and available once purchased.
