PS5 - Unable to refund passive skills

Could not create a character due to virtual keyboard issue at league launch so I jumped on a 2 day old character I was practicing on and did a full respec. Since then I created a character on the new league and cannot refund passives at all across my account.

Had no cluster jewels, thoughts?

Same here on PS can't respec new characters!
Probably will be fixed by late Monday 😕!
