Low visual quality

I decided to return to play poe and changed my loot filter. After this, my gameplay seems like I'm playing a 2000 game, with super low visual. Unninstalled 2 times and this bug still keeps running. Besides of this, everytime I enter the game e use a skill It has a 2 seconds window to the skill to deploy.
